The 10th floor includes two wards, A and B, which are judicial wards for the custody and treatment of mentally ill patients under protective measures. What does "custody and protection" mean? How should criminal behavior be penalized? Our country adopts a dual-track sanction system consisting of "punishment" and "protective measures." Punishment is based on culpability, while protective measures are predicated on the social danger posed by the individual. Therefore, for mentally ill offenders with diminished responsibility as outlined in Article 19 of the Criminal Code, although they may not receive a criminal penalty, they still require relevant treatment under protective measures. "Custody and protection" is one type of protective measure, established for offenders with mental disorders based on the nature of mental illness and medical circumstances, who are considered to have a risk of reoffending or endangering public safety. For individuals who hold both the identities of offender and patient, an approach involving mental health care is adopted instead of complete social isolation through imprisonment. This provides treatment, protects public safety, and respects human rights. The ultimate goal of mental health care is to eliminate the dangerous traits or conditions of mentally ill offenders so they can reintegrate into society, focusing on "resocialization" as the core of treatment.

Due to the stigma associated with mental illness, social incidents are often linked to mentally ill patients and exaggerated by the media, leading to increased government attention on the follow-up treatment of mentally ill offenders. For example, the Ministry of Justice emphasizes the treatment of mentally ill patients under custody measures, resulting in agreements between local prosecutors' offices and mental health institutions for the treatment of these patients. Since 2012, our hospital has pioneered the establishment of a dedicated judicial psychiatric ward among national mental health institutions, becoming the facility with the highest number of custody and protective measure patients in the country. We have signed agreements to treat custody cases with various local prosecutors' offices in Kaohsiung, Qiaotou, Pingtung, Tainan, Yunlin, Chiayi, Changhua, Taitung, and Penghu. In 2022, with joint funding from the Ministry of Health and Welfare and the Ministry of Justice, we constructed the entire 10th floor as a "Judicial Mental Health Service Area," guided by treatment approaches of "graded diversion, flow rotation, diverse treatments, and regular assessments." As a result, the overall environment is highly secure, and we have expanded spaces for public activities, occupational therapy, and group therapy, providing more comprehensive mental health services. This includes thorough evaluations by the medical team and the design of complete treatment plans, optimizing rehabilitation and psychological reconstruction for mentally ill patients, offering frequent psychological and occupational therapy sessions, and establishing individualized treatment plans to assist mentally ill patients under custody measures in successfully transitioning back to the community.

Kaohsiung Municipal Kai-Syuan Psychiatric Hospital received the "Digital Innovation Value" award for its project "AI Care Experience, New Artifact for Life Protection and Fall Prevention" using the iSAFE system, demonstrating its innovation and effectiveness in enhancing care quality. Developed by Hsiung Hsin Technology Co., Ltd., the iSAFE system is the world's first design by utilizing diverse 3D sensors and composite AI technology to provide a one-stop smart perception and care platform, helping medical institutions achieve 24-hour comprehensive and holistic care.
