Da-Liao Lily Park is situated by the side of Fenglin Road, Da-Liao District, which is the way from Fengshan Military Academy to Linyuan District. There is an area of 4.0869 hectares. There are about 10 kilometers from the main office of Kaohsiung Kai-Syuan Psychiatric Hospital. It takes about 25 minutes to drive there.

• In 1979 the Executive Yuan intends to strengthen the medical treatment and care for the psychiatric patients of Taiwan area. The Department of Social Affairs of Kaohsiung city government allocated a sum of social welfare fund for the construction of “Kaohsiung Taliao Psychiatric Shelter Center.” It was completed at the end of 1983.
• In July 1984 the original Provincial Kaohsiung Psychiatric Hospital subordinated to Taiwan provincial government was approved to be changed and renamed as “Kaohsiung Municipal Kai-Syuan Psychiatric Hospital.” It took over ““Kaohsiung Taliao Psychiatric Shelter Center,” which was planned to be a rehabilitation center of the hospital (called “Taliao Rehabilitation Center of Kaohsiung Municipal Kai-Syuan Psychiatric Hospital), especially being responsible for the rehabilitation of psychiatric patients.
• Up to now there is no public collecting post or shelter organization to receive chronic psychiatric patients. The private psychiatric shelter organizations are authorized to take care of the chronic psychiatric patients. In order to take care of the poor, isolated, nobody-cared, street-wandering and low-income chronic psychiatric patients of the 5th and 6th kinds. Therefore, it is extremely imminent to establish an organization to receive chronic psychiatric patients for long-term shelter and rehabilitation.
• Lily Park has an area to occupy 450 beds. In the preliminary stage as from 1st July, 2001, there were 200 shelter beds to receive the psychiatric patients of the 5th and 6th kinds. There were 250 beds planned for the nursing home of psychiatric patients. They will be opened to provide services year by year.
